从日常测试情况来看，在语音业务释放后，BLER主梁会出现大幅度的下降。故缩短业务释放时长，来降低BLER

这个主要是在外场测试中，发现语音的BLER在RRC释放阶段抬升得较高，就是RRC CONNECTION RELEASE COMPLETE阶段，而T308就是控制这个的，因此减小T308计时器，可以减少误块率

那修改之后 会不会影响RRC建立成功率呢，在释放的适合高BLER也不会影响用户感知，如果降低了接通率 那就得不偿失了吧！
