1、Mobile scans forward link frequencies；Find a Frequency with a CDMA RF Signal
2、Find Strongest Pilot, Read Sync Channel，
Pilot Searcher Scans the Entire Range of PNs
Put Rake finger(s) on strongest
available PN,decode Walsh 32,
and read Sync Channel Message
3、Go to Paging Channel, Get Configured、Keep Rake finger(s) on strongest
available PN,decode Walsh 1,
and monitor the Paging Channel
3、Idle Mode on the Paging Channel: Meet the Neighbors, track the Strongest Pilot
