The UE shall:

也就是，如果终端支持全制式的话（GSM/UTRAN/EUTRAN/GSM）
IDLE状态需要接收：MIB,SIB1~SIB8
connected连接状态下接收：MIB,SIB1,SIB2和SIB8

对于SIB10~SIB12，只要网络下发PAGING指定了什么类型的消息，无论是IDLE还是CONNECTED都需要获取

SIB9和SIB13未研究过！

SIB9是Femtocell的，SIB13是MBMS的，一般现在不用

SIB10、SIB11：ETWS，也就是地震海啸的预警消息
SIB12是CMAS，也是和这个相关的

MIB et SIB1,2,3是必须的，其他均为可选。如果不需要优化reselection的话，4，5, 6，7在配置的时候都可以去激活
