不用看就知道，潜规则订好了，中兴一家中标，另外3家去陪标而已，但是上层却没有沟通好，但是下面又刚好把消息走露了。  看来江苏联通还是蛮多利益集团在里面的。上面的BOSS收了中兴好处，下面的可能收到另外3家 ...
