在4G网络中除系统周期性进行系统消息广播外，终端还将根据其需求请求其他系统消息，之前终端应满足以下条件：

        1> 确保（至少）以下系统信息（也称为“必需”系统信息）具有如下定义的有效版本：

           2> 如果在 RRC_IDLE：

              3>如果UE是NB-IoT UE：

                  4> MasterInformationBlock-NB/MasterInformationBlock-TDD-NB和SystemInformationBlockType1-NB以及SystemInformationBlockType2-NB到SystemInformationBlockType5-NB、SystemInformationBlockType22-NB；

             3> 其他：

                  4> MasterInformationBlock 和 SystemInformationBlockType1（或 SystemInformationBlockType1-BR，取决于 UE是BL UE还是CE中的UE）以及SystemInformationBlockType2到SystemInformationBlockType8和 SystemInformation BlockType24（取决于相关 RAT 的支持），SystemInformationBlockType17取决于对UE连接EPC时RAN辅助WLAN互通）、SystemInformationBlockType25（取决于E-UTRA/5GC的支持），SystemInformationBlockType29（仅针对BL UE或CE中的UE，取决于是否支持资源预留）；

           2> 如果在RRC_INACTIVE中：

              3> MasterInformationBlock和SystemInformationBlockType1以及SystemInformationBlockType2到 System Information BlockType8（取决于相关 RAT 的支持），SystemInformationBlockType24（取决于相关 RAT 的支持）、SystemInformationBlockType25、SystemInformationBlockType29(仅适用于CE BL UE 或UE的支持）资源预留）；

           2> 如果在RRC_CONNECTED;和

           2> UE不是BL UE；和

           2> UE不在CE中；和

           2> UE不是NB-IoT UE：

              3> MasterInformationBlock、SystemInformationBlockType1和SystemInformationBlockType2以及SystemInformationBlockType8（取决于CDMA2000的支持）、SystemInformationBlockType17（取决于UE连接到EPC时RAN辅助WLAN互通的支持）、SystemInformationBlockType25（取决于E-UTRA的支持）5GC);

           2> 如果在RRC_CONNECTED 并且 T311正在运行；和

           2> UE是BL UE或者UE在CE或者UE是NB-IoT UE；

              3> MasterInformationBlock（或 NB-IoT 中的 MasterInformationBlock-NB/ MasterInformationBlock-TDD-NB）、SystemInformationBlockType1-BR（或 NB-IoT 中的 SystemInformationBlockType1-NB）和 SystemInformationBlockType2（或 NB-IoT 中的 SystemInformationBlockType2-NB）,SystemInformationBlockType25（对于 BL UE 或 CE 中的 UE，取决于 E-UTRA/5GC 的支持）,SystemInformationBlockType29（仅适用于 BL UE 或 CE 中的 UE，取决于是否支持资源预留）和 NB-IoT SystemInformationBlockType22-NB；

    1> 除非另有规定，否则在5.2.1.3 中定义的确认有效后3 小时或24小时后删除任何存储的系统信息；

    1> 认为除了SystemInformationBlockType10、SystemInformationBlockType11、systemInformationBlockType12、systemInformationBlockType14（NB-IoT 中的 systemInformationBlockType14-NB）和systemInformationBlockType25之外的任何存储的系统信息都是无效的，如果 SystemInfoValueTag 包含在SystemInformationBlockType1（MasterInformationBlockType1）中（MasterInformationBlockType1/MasterInformationBlock-NB-NBBlock）与存储的系统信息之一不同，对于NB-IoT UE、BL UE和CE中的UE，systemInfoValueTagSI不会广播。否则考虑 5.2.1.3 中定义的系统信息有效性；
