正如楼主所理解的，我们知道TAU是EMM的过程，所以在ESM连接时，是不会有TAU过程的，正如3G的RAU。
我们看TAU过程章节可以看到，只有在异系统切换时，说需要进行TAU，但并没有楼主所述的

我们再去看ESM章节介绍，可以看到与RAU不同之处，当TAI变化时，需要进行TAU过程也就是楼主所看到的过程，这个时候ESM需要重新初始话
If lower layers indicate a TAI change, but the current TAI is not in the TAI list, the ESM procedure shall be aborted and re-initiated after successfully performing a tracking area updating procedure.

If lower layers indicate a TAI change, but the current TAI is still part of the TAI list, it is up to the UE implementation how the ESM procedure is re-initiated.

我也遇到这种情况，当终端移动到TAC边界时，UE首先因信号过差而发起测量报告上报，请求切换到邻TAC的小区，但网络侧迟迟不响应，一直拖到UE发起rrc connection reestablishment request（原因为其他失败），并又发起TAU请求（空闲态），在RRC重建立和TAU完成后UE在目标小区进行接入；试问，这个迟迟不切换是否是应为ENB在处理时因切换与TAU冲突导致呢，下面为信令截图：[attach]322318[/attach][attach]322319[/attach]
